1993 International 8400 or 1996 kenworth T800H chassis replacement

In Ontario there's a thing called speed limiters. In the near future there's elogs. I want to know if I could buy a rolling chassis minus cab and engine to circumvent these freedom killers. MPG doesn't matter because new or old it's 1-2 mpg.
