I wouldn’t have a problem doing it as a one off, to be honest. That’s as a company driver though — I’m not implying it’s good business ethics, but that’s not really my problem if employer requests it.
I have multi stop pickups often that they give out a different seal at every stop. Obviously that’s different than two completely different origins and destinations, but what you’re describing is basically the business model of LTL. It’s a little ignorant risking an entire load due to loading another partial and changing seals, but certainly not unheard of.
Nothing illegal about the seal situation or transporting two loads at once. A little dishonest? Sure, and it might be a sign to find another carrier if it’s often. You can make 3 laps around the country if you want. As far as BOL, you just have to have BOL’s for whatever you’re hauling, whether it’s 1 or 27.
The only time I’d say absolutely not is if you’re mixing two refrigerated loads set at different temps and you’re running one at the wrong temp. And also if you’re hauling allergens or things that absolutely shouldn’t be together, like raw meat and produce.
I’d just take a picture of the seal in tact at the second shipper. Take a picture of the new seal. Upon delivery at first receiver, take a picture of the third seal you put on, and you can even ask the consignee to sign off on the reseal, and then take another picture showing it intact at the final. At that point, you did all you could do as a driver.
